Shame your cancellation is for Bulgaria and not France.

Tom, lots of Universities and Colleges organise ski trips. Ask around to see if there are any available to you and your friends. That would probably be the cheapest option. Perhaps the 2nd cheapest would be to travel by overnight coach with packages from ski operators like Club Cantabrica (for example).
For Europe, France is overall probably the most expensive place to ski, unless, as suggested, you seek out the small resorts or head for the Pyrenees.
Andorra could be an option for you if you eventually decide that skiing in France is too pricey.

ski holiday prices going up

At the risk of being totally boring (geddit) and pulling the thread back onto topic, it looks like the Telegraph could be correct. I have the Inghams brochures EarlyBird and 1st Edition. Just looked at a couple of ball bark prices for hotels, and the prices were up £50-£67 for a week stay in the same period on the same package.
How much snow is needed.

Resorts that are above the treeline and have rocky ground undeneath, the snow needs more depth, or the rocks stick through. For pistes at altitude, bashed flat to form a compacted base, I would say a min of 30cm is needed. For alpine meadows, half that will suffice as it's smoother terrain.

Does he write all of them?

As in "Best conditions are to be found on the upper slopes"
:D

Or does the OP want to know about the meteorology?
