Zell am See in Austria or Alpe d'Huez in France.
Zell is just an hour from Salzburg nice ski area and good apres to. Plus it's an all year round resort so lots to do of slopes if you need it. You've also got the Kaprun glacier area available on the same lift pass (free ski bus to it) if it turns out to be a bad snow year.... but of course it's not going to be is it ! :-)

Strange that you found Italy & France expensive. I booked something recently in Italy and found it cheaper than Switzerland & pretty much the same price as Austria.

Thanks for this
I looked up italy and France last night and found them to be a bit expensive, i will look at the othere though.
Do you know anything about St Wolfgang or St Johana?
Thanks
Neither are places I would choose personally, both quite low so might suffer if conditions are poor, and both are limited in extent locally, but they might be ok for first timers.

Are you are prepared to book late & see where the best snow is, if so you may find that conditions in some of the lower ski stations suit your needs perfectly. Austrian resorts such as St Johan, Alpbach, Niederau may be just the ticket especially since both of you are novices. A big ski area usually means expensive ski pass, when first starting off a smaller ski area is just fine. The three resorts mentioned will tick all of your boxes plus they all have excellent ski schools. Price wise I think your budget should just about cover it.
Hope this helps.

Spot on Finn. There is bad press comes from a handful of people about low resorts. I frequent a "low" resort, and have had two bad winters in 40. Note that if it is a bad winter, then it is a bad winter. Going higher usually means less than average snow at best, and huge queues, because half of europe is trying to squeeze themselves onto the same slopes. You just make the best of it. It is a rare event, but because the last time was 2007, it lives in folk's memories.
Late booking may be a good plan, especially this year, when the credit crunch is biting people's ar**s. It doesn't have to be left until the last minute, just until there is a lot of confidence in the snow base.
You are a first timer, so avoid large resorts. They are generally more costly, and a great deal more hassle. Saas Fee, for instance would be a poor choice for you.
In Austria, Filzmoos, Obergurgl, Niederau, maybe Zell am zee, but it is a bit bigger.
In France, Risoul
