Just to echo the above you'll have no problems going into other EU countries. The only restriction I know of us is hiring in Switzerland where my hire was restricted to travel in the EU for up to 8 days (don't think this is the law however, I suspect just that company policy).
The car may or may not come with snow tyres, but is unlikely to have snow chains - the only way to be sure is to ask for them for which you'll be charged.
I find holidayautos to be the cheapest usually - try this link http://www.holidayautos.co.uk/cgi-bin/liveweb.sh/QSearch.w?ctryref=GBR&lang=EN&aff=xOneAccount
Right, now I understand your situation, ignore my earlier PM, although do try the Montgenevre website www.montgenevre.com or email info@montgenevre.com and ask for some accommodation details.
Good luck.

google car hire at Turin Airport. I usually book car hire through carhire3000 as they are cheap.
Chains will be extra cost.
You can go across the boarder to any EU country without any problems at all.
Where are you heading?

http://www.economycarhire.com/ Were the cheapest for me by miles. AND they include all the little annoying extras at very cheap prices (CDW, etc...) and you can waive excess for a quid a day.
AND if you google economycarhire and vouchers... you'll find a 10% off code easy to find. Valid 'til end of March. I believe.
