I didn't pay much for a HB deal in Zermatt, but I agree in general it is on the higher side of the norm.
Equally, I would not suggest resorts, just because they are high. Going high in the early season can bring disadvantages. You can get some dodgy high mountain weather, resulting in featureless whiteout, or getting trapped on the wrong side of the mountain OTOH, I would go to Zermatt at any time! After 2.45pm, the temperature often drops to unpleasant levels.
The OP made it clear that cost is an issue, hence, if, by the start of December, there are dumps of snow all round the Alps, (short pause for a quick skier's prayer) there will be lots of choice of good value places to go, with resort height not being an issue.

I am also planning to go on the 13th Dec looks like Tignes to me, but I am not going to until nearer the time, just to be sure

Of the packages I have seen, mainly chalets, Zermatt is coming in no more expensive than anywhere else. Looking to pay between £450 and £600pp chalet board with flights and transfers (if you can get one that early of course)

Leaving 11 December:
Choice of four catered chalets in Zermatt, £443 ~ £478, along with a 2 for 1 ski/boot hire. Flghts from Gatwick. France, Tignes £478. Austria, St Anton, £424.

Interesting and useful comparison there Dave. I was sitting on my hands thinking 'yeah, good deal for Zermatt, but its not cheap once in resort', but as I've been to all 3, I can safely say Zermatt is no dearer than either of your alternatives once in resort. Given the altitde and the fact I have no friends, Zermatt seems the deal there )

I would say go for Tignes/Val D'Isere or Val Thorens. If Chamonix is open by then (which i think it is) I would also check that out.

There are some hostel type accomodation options there, and cheap(ish) flights with easyjet to Geneva. If you can be flexible with dates, you might be able to do that reasonably cheaply. Brilliant resort with something for everyone.

Yes, Esrg, but I do agree with Tino, Tignes & VT are much more expensive, both day and evening costs.
