Best boots for this prob are Head. They generally are the widest around the calf area, especially ladies boots.

A bootfitter can flare a boot cuff, make it wider, and/or more upright and move buckles. Ignore brand advice and get a boot that fits in the foot. Head boots can be wide in the foot as well as at the cuff, which may not be suitable.
