I suspect the majority of the "budget" helmets are exactly that; which is all that's required to meet the current standards...
Construction is very different for brands like POC and Sweet though; both of whom go into great detail about the whys and whats of how their lids are made. Before you buy, it's worth reading these I think (even if you opt for a cheaper brand, they're useful info) :-

Considering a helmet should last you quite a few seasons, the incremental cost of a top-range lid is pretty small compared to, say, your lift pass! If you're going to wear a lid, might as well make it a good one.
