It's almost counter intuitive, but beginner boarders are more secure on a high edge set and where the transition from edge to edge in a turn happens very quickly. On a very gentle slope, it requires a lot of balance and co-ordination to keep the board on a high edge and the transitions from edge to edge are slow.
One problem with learning on steeper terrain is that until a basic turn to stop is mastered, it would be irresponsible to be on a steeper slope. Another (and more important to learning) is that the type of turn a beginner makes on a steeper slope is often forced and employs counter rotation. On a gentler slope, it is easier to learn pre rotation to turn and subtle use of edges. Unfortunately this may mean catching an edge more often.
