The only places that I have skied in recent years are Seefeld and Rauris in Austria, and I'd recommend both as suitable places. Seefeld perhaps more than Rauris, just on the basis of its size. Snow conditions at Christmas time, I cannot comment on, as I don't know enough about the height factor to compare.

Think this question got a bit sidetracked! I spend every December with my family in Austria skiing. We have a house in at a small resort about 1.5 hours from Munich. Every year I anxiously watch the webcams for snow (today it arrived!!). Although it has been excellent the last five years it can be a bit worrying wondering if the snow is up to it early season.
I would therefore recommend the ski circus at Saalbach Hinterglem (very under-rated) or Zell am Zee both of which you can do in under 2.5 hours from Munich. They are family friendly and not extortionate. Importantly if snow is a bit thin on the ground it is 15mins from Zell to Kitzsteinhorn at Kaprun which at just over 3000m will have guaranteed snow.
I would probably favour Saalbach over Zell, but critically they are both v close to safety net skiing in the event that nature fails to deliver.
