Hi,
I have a pair of Rossignol boots which can be adjusted for bowlegedness, default foreward slant, and ease of forward flex (stiff/easy). I know these probably have proper technical terms ... but you know what I mean.
Such adjustments are made by a small screw-tool thing. Does anyone know the correct term for this tool is? Is the tool standard across all boot brands, or do they differ? Also - do you know where I can get one?

Lateral cuff adjustment is normally on one, or both sides of the cuff. It might be a slot, or cam inside the boot.
The forward lean (if the boot has this) is normally a small piece of metal inside the boot which can be moved, when a screw is loosened, or removed from the outside. Other methods might employ shims inserted on the rear of the boot.
Flex adjustment is often a screw or screws which are slackened to allow more flex.
Most screws are metric Allen screws. Allen keys easily bought at hardware stores, but the cheap ones tend to strip or twist. If the boots are used, the threads are often seized up, a little penetrating oil will help, but the oil is probably bad for the plastic of the boot, so make sure you clean it up well.

Also, if you need to laterally adjust the cuff, there is a good chance that you need a good footbed with the appropriate adjustments made to it.
