Try Pas de la Casa in Andorra. The slopes are not over-challenging and they are boarder friendly. The town is lively with a young crowd.
Good reason to stay away then
I'd learn to ski instead if I were you.

Banff, Canada has 3 great resorts (green runs from the top of all chairlifts/gondola at Lake Louise so you really get all access and enjoy most of the views that the 'experts get').
Plenty to do off the slopes. Great instruction. I will let others fire some ideas at you then if you want any specifics on my recommendation I will be happy to provide.

I wouldn't worry about using drags - just learn how to use them from the start along with your boarding then you can go anywhere on the mountain without picking and chosing because you can't / don't want to use drags.
If you are having lessons you might not have a choice anyway.
