The comments on the you tube page are interesting. They show how many people have no clue as what the rule is. People are not slalom poles - they move...

Annoying maybe, but If you hit the skier below, it's 100% your fault.
It's the guy behind, the one who fell, who has awareness issues. No matter what the skier ahead is doing, he's the one with priority and the guy shouldn't just cut him like. There is some justice in the fact that it was he who fell, probably blamed the boys though;).
But as you see you can not rely on a lot of skiers to know let alone action the rules of the piste, so
awareness by all skiers could avoid accidents and injury.

Some people think that they ski better than they actually do. Really annoys me when somebody starts using people as slalom gates. I think the FIS rule says that when overtaking the skier should leave enough space for the skier in front of him to do any maneouvre. Trying to squeeze between the boy and the wall was plainly stupid and careless.
